But the 2 versions are not the same runtime. 1hr,45 for dvd and 1hr,49 for the Blu Ray release.
Are there 4mins of extra footage? Is it an encoding thing?

Thanks, i'm so close to finishing this. all I need to do is layer it on with MKVToolNix.

Is it possible that one of them is a Director's Cut, or a length difference between the opening and ending credits?

Opening credits are the same due to the music,. and the times I gave are for before the end credits.
I cant find any info on extra scenes.

There is a 4.30 difference, and I cant find any data on added/extended scenes.
So is this a compression difference? Is 4.30 out of a 110.00 film reflective of such a process?
Because if so I can try and stretch the audio to fit.

Just try it, and then check for desynching issues.

Yup! I stretched the audio and it fits :)
Just fine tuning.
So looking forward to this in all its HD Glory.

The 4:30 difference probably comes from the DVD audio likely being PAL in origin.
Was the stretch factor 4.12%?

Im not sure. I divided the larger length by the smaller for the stretch value, and then micro tweaked till it was perfect.
