Check the tracker message.
There are several possible reasons:
>You're using a VPN
>You're using a peerblock
>Antivirus software is interfering
>Firewall is blocking it
>ISP has something to do to this
>Incorrect router configuration
>Using the latest version of uTorrent. Check the Whitelist
I'm assuming you created a new tracker account so I believe you are using that to download torrents.
