UK bd has 24 fps and JP bd has 23.976 fps
and I would like to use uk audio and jp video but at the end of the movie audio and video don't sync
how to fix this ?

Option 1: The conversion factor is 1.001, provided that there were no other changes.
Option 2: Don't.
(23.976 fps actually are exactly 24/1.001 fps, 29.97 fps exactly 30/1.001 fps)

this is not 24/1001 this is pure 24 fps
so the audio does not fit

Unfortunately, you're dealing with audio changes here. You'd need to use a tool like besweet to slow down the audio to match the longer japanese source, but it'd probably lose a lot of quality in doing that.

I managed to do that with eac3to and it works very good I can't hear any quality loss

Speed up the jp video. From 23.976 to 24 it won't be noticeable.
Just to be clear:
is probably all you need to do.

Then obviously the solution is to drop the uk stuff and stick with single audio. ::)

Or just encode the UK BD which would have both eng and jap audio???
Unless the UK BD is horrible, I don't see why not.
