Hey everyone!
So last year I bought a Corsair 650D (http://www.newegg.com/Product/Product.aspx?Item=N82E16811139006) case and the onboard fan controller has burnt out / failed on me 6 months after use. I then replaced it with another fan controller (http://www.corsair.com/obsidian-series-650d-fan-controller-kit.html/) I ordered from Corsair and that one also burned out / slowly died on me 4 months later. So since I was stupid and didn't register my original case, I figure it's time to get a quality OEM fan controller. Just looking through Newegg I see that the majority of them don't work under 40% power output (ie this (http://www.newegg.com/Product/Product.aspx?Item=N82E16811992007) or this (http://www.newegg.com/Product/Product.aspx?Item=N82E16811995016)) and was thinking that's odd since ideally I'd like to have my fans running at ~20% to keep my rig quiet. What fan controllers do you guys use and what would you recommend?

I don't think all fans necessarily start up under a certain power input. If you want quiet, you're better off getting a quieter fans, not a fan controller that gives lower power. I'm personally using Noctua fans and they've been quite lovely.
