It's not licensed, but a request for it's removal was sent. Hence it's not gonna be on BBT (possible forever)
By the studio, because it was being released in the US as a BR set that cost about $600 and was a limited print/limited run edition. It quickly sold out and went out of publication. Attempts to contact the publisher about re-issuance have either gone unanswered, or that they have no plans to reissue it.
The initial reasons for removal made sense.
The fact that it is no longer available from any publisher would also be a reasonable person's guide that the reasons for that request are no longer valid.
However, that there is anything reasonable about it being released as a $600 limited release set is questionable, so what anyone might consider 'reasonable' is completely subjective. I'd suspect that it wouldn't be rehostable here unless the most conservative and careful of those who are responsible for this site are comfortable with doing so -- and given the constant pressure against all sites -- even those attempting to be reasonable, and the US's ability and permission to shut down overseas servers (may not directly, but enough money under the table, and well, governments are for sale too as well as their legal, legislative and judicial systems) it's unlikely that the most conservative and care will ever feel *comfortable*.
(If the above assessment of the situation is invalid, please educate me! ;-).
That said... um... I still think it is both reasonable -- AND risky -- but perhaps not more so than other hostings from a country that has implemented legislation against their own people for uploading such IP for foreign consumption (and despite the fact that, at least in anime, studies from japan show it is in their industry's benefit to allow such) -- the fact that the wants of the industry are being ignored and overruled by corporate pressure to implement corporate-only beneficial laws shows the enforcement arms of those governments are not necessarily operating by the will of their people nor in their best interests (that the same has been true of US-domestic enforcement of laws has been true since the Nixon days, at least, if you look at the citizens being killed and injured by enforcement actions and our prison population compared to any other country)...
So... it comes down to perception of how much you have to lose and how much you are willing to risk for each mini-battle... Sadly this isn't something public discussion can change directly -- only influence indirectly by raising awareness of all the issues...and even then the directly of that influence can have effectively random outcomes based on many unknowns...
This world sucks and is going downhill. Anime has been a bright spot...but who knows how long that will list given the general sucking power of the corps on the US who is willing to let them suck down the world...
