I think there should be a point where an auto-ban kicks in on these folks..  I mean come on exabytes of upload? If their "upload" speed hits TB/sec they should be instantly banned.

It is not physically possible. There are no connections that could do that sort of speed, let alone any sort of storage medium that could keep up with it.
