On the other counts your're right. On this one I have quoted, well, you will need to continually check how much you've downloaded/uploaded and balance them in very short intervals, that's if you're going to manually keep your ratio within +/- 0.005 of 1.

The only client, that I am aware of, with this capability is Azureus. Are there others?

You know, a download/upload of +2000GB of both gives a leeway of roughly 10 GB for that 0.005. Shouldn't be too hard to keep in check....
As for the other, I micromanage my torrents, most active ones are Forced, not much left for the client itself to manage. Makes very easy to control them. And cause erratic patterns... And I have uTorrent 2.0. He might be doing the same.
