Sorry, it's a meme (inside joke) on some internet websites, most notably 4chan (/b/), reddit and sometimes digg.
They'll post in the comments/replies puns, or jokes or image combo's that might run on for 3-40 posts then someone will come in and go "C-C-C-COMBO BREAKER" to disrupt the combo of jokes or running gags.
The picture is a pic of all white men, then Barack comes in and breaks the combo :P
By the way, if you have never been to 4chan, don't go. What has been seen, cannot be unseen. You were warned.
