My guess is that the plant type guy watched the fight and reported it to tobi.

If he revived Madara with his left Rinnegan, he alone could handle over half the world. Tobi might have managed the rest with other Rinnegan techniques.

I seriously wish Gaara didn't interfere when Raikage was about to kill Sasuke at the summit by sacrificing his leg. Raikage was pretty useless in the war. Just stopped Naruto when he broke out. I'd say he was more trouble than worth anyway. And I can't stand Sasuke.

The chapter was good. But I guess all this Madara/Hashi thingy is getting a bit to long. They could have wrapped it in 2 chapters or ok 3. Doesnt look to me that it will end in any near chapters though..
Well it is interesting though. Kishi tells us about the world we didn't have a clear idea about. Apparently this war is much different from every single one we saw in Naruto world before.

I really like and am very wary of the flashback at the same time... Finally we see the "root of all evil" but at the same time I fear that we might understand Madara and his motives and the whole development of this conflict leads to Naruto actually befriending Madara... I hope my hunch is wrong...
