It's not a surprise that his father is the 4th, Jiraiya and Tsunade talked about it awhile ago before he died and that was the first time they put it out there. I figured that shit out page 1 chapter 1. They're the only two mother fuckers with blonde hair and blue eyes and they look exactly the same. Rules of anime apply.
The shock is that it was the 4th himself to reveal it to Naruto.

I was unsatisfied with the explanation for why Naruto was ignorant of this fact up to that point - he figured out the business with the fox in the first chapter, after that it was kind of meaningless to hide the whole affair from him... kind of sadistic too.
It is clear though that Naruto should grow his hair out a little, it'd clearly look cool.

The author loves to drop plot bombs on his characters. I figure this one at least had the advantage of being alluded to for the reader for quite a while. I thought the Itachi revelations were worse in terms of "you can't be serious." I don't necessarily disagree with where it's put Sasuke, but you figure the entire backstory of Saskue, every single action he's done, his primary reason for living, has been a manipulation by Itachi. In fact, it was so subtle a plot that the long thought dead founder of his clan had to tell it to him for him to even know. Naruto got off light just finding out his father was the 4th.
