Seriously. How many arcs of "training" did Naruto have to go through for Sasuke to just look at someone funny and develop a new eye technique.

I'll alter your theory by saying that this entire story is actually written by the 4th Hokage (when he was still Jiraiya's apprentice) or Jiraiya.
