Hmm...I like the ava but I think the sig is a little bland. Maybe it would look better on a 400x136 canvas instead?

have to agree with BrownMaster
thou I do think that in ava there should be more of a close up, but that's just me and my taste
and I think that if you would move her more to the right side in the sign and crop it of on the left side where the curved lines and the emblem ends it would look a lot better, but then again, that's just me

I don't know much about these things. But I think your avatar is bit blurry. (Moka could look sharper or what is the right term to this case) Also the light in the top right corner is something that doesn't please my eye. Just my opinion ^^

Remove that white flash, doesn't fit the picture. If you want to add custom lightning then either use the filter (IIRC render>lighting effects) or use a white smooth brush set on soft light or low opacity. 
Use a higher quality render. It looks a bit too blurry as Akecu already stated.
Your name is placed really bad IMO. While the idea is cool there just isn't enough room to do it. I suggest to let it curve along her head. Or go for the newby positioning right in one of the lower corners lol (don't actually do that though xD).   
Also I think it might look better if you remove that grass in the corner.
And last but not least, add a border. That's really easy; New layer put it on top, Image>apply image, on the new layer blending options>stroke>inside>overlay (or soft light, kinda forgot which was the good one lol) preferably black but maybe a dark green color or a dark yellow color would look good too. And you'll get a border like I have in my avatar. You could do a line on the outside and you'll get something like Akecu's avatar or the use of rectangles to get something like Kyrdua.
Overall design is good :3 Almost seems like an orange juice poster lol. 

While I am not a "pro" I hope my opinion was of any help :3

As per advice of Soulreaper and Akecu.
Change you character render. It looks rather weird. go for the ones like in your sig, crisp and sharp.
if your going for a "spread out light" or whatever you call it effect, check this tutorial here

you don't have to follow each steps strictly, just modify it to suit your needs, experiment.
If your going to put your name in the avatar. just put it in the corner like these

Naru's

follow Reapers advice on stroking(applying border). it makes your avatar look neat. also, you may wanna check out Tatsujin's avatars. mine's inspired by his "love machine".

here's another one i've found(via google o.O) http://sig.grumpybumpers.com/

[HOW TO] Sig rotator for BBT forums

        2. Type any "username". I made sample one named "BBTsig_sample" without quotes. it's going to be the "filename" of the image.         then
            type your password and click submit query.
        3. Retype whatever password you used and click submit query. (in this example, i used "bakabtrocks")
        4. copy paste the url(e.g. http://sig.grumpybumpers.com/host/BBTsig_sample.gif)(don't close the grumpybumpers page yet)  and put it
            in your sig.
        5. go back to grumpybumpers and add image urls and submit query
        6. check your profile if it worked.
        7. ???
        8 profit!

The point of following this is so the the forum's system doesn't add "width=N" and "height=N" to your [ IMG ]. this is vital if your sigs are of varying sizes.
