They seem to be listed in increasing degrees of practicality:
Water the picture. ... and maybe hope for it to grow into a SS of higher quality?
Punch it. ... and hope it shapes up. Do I hear "Falcon Punch!" A good slap might work too, did wonders in HotD.
Filter it. Maybe he means the godawful warpsharp that plagues some releases, considering the dull/soft feeling to them.
Use a different image. ... probably the most realistic option

Ok quick question, how can I make a border on an irregular oject? I tried Blending> Stroke. But it didn't turn out good and all pixly. Help?

this is how I do borders lately:
1-prepare sig/ava (of curse)
2-size the image to proper dimensions
3-open a new window with +2pixels to required dimensions
4-fill with black
5-cut the inside out of the window leaving me with 1 pixel border
6-put the sig/ava work into window center
7-save
8-profit!

around 2 mins of work.

Well, that's for an already made and square/rectangle sig/image. I want to make a border line around something like this

The spiral would look better if it was smooth.
The color of the background stuff looks too dark to me, it's not fitting too well with the color of her suit. Maybe you could make it lighter...

I would suggest making the background a little transparent, more in some places and less in others, making it look like smoke would be pretty interesting.

if you're using Ps there should be an option to stroke "inside" and "center". it's in the edit and layer properties.

Also try sneaking in a light source over on the right so the white area on the tit-girl render looks more natural.

don't use embedding on smoke (last version) instead use dark red glow or shadow drop from below, one that spreads out heavily or something like that, the smoke embedding loses the purpose of the smoke, transparency at 80%? try less, around 65% should be good on the outer side of the smoke and 74% should be just fine in the center around Celty's body, lower part, should make it look like the smoke comes right out of her :)

weird ass edges, honestly. they stand out too much. and celty looks like she's just a cardboard cutout pasted on a background :|
a nice effect would be to use a background  that blends celty in and some grungy cuts similar to what it is now except without borders.
