Simple. I like Louise and so does Proin. Obviously she's a loli. She also is a tsundere. She's small, flat chested, and cute. Especially when making the pouty face. She is 100% pure loli. Now this is like strong acid. A strong acid is one that ionizes 100% in water. So how can you tell which strong acids are stronger? You use some different measure. Similarly, Louise is 100% loli, but so is Mao (Earth Defense). I don't know how they measure the acidity of strong acids, but for loli its largely subjective. Louise lacks a completely childish face and I feel the tsundere-ness takes away from her loli score as well.

This would have, at the top of the list are characters like Cosetto (Cosetto) and Mimi (Mnemosyne). They are unquestionably suppose to have a more adult appeal to them while still remaining children. This is why I don't find lolicon to be that big of a deal. If an individual in real life liked an 8 year old like Nanoha or Fate (both from Mahou Shoujo Lyrical Nanoha) then thats a bit odd (I'm talking real girls, not ones like Nanoha or Fate). Thinking someone who is post-pubescent, but still underdeveloped, while social unacceptable is still, in my opinion, within the realm of "okay". Not that I am suggesting it should be legal for a 21 year old to fuck the brains out of a 13 year old.

[edit2] I'd also like to point out that ephebophilia (sexually desiring younge people in their teens) is not considered a paraphilia and thus is not a disorder. The attraction felt by a 30 year old man towards a 12 year girl, while unacceptable in Western society, is not considered an actual problem from a psychological stand point.

Like nstgc, I employ a definition of loli that is less strict. Under that definition anything with a cute, childish charm, in terms of character design and personality, qualifies. So Louise definitely qualifies, and to some extent Shana as well.

I was thinking more gereanly. In both cases, Psy and Hure O know that they use other chemicals and I assime they can use electricity (to messure the pH). I also assume they can just titrate it with something. I'm not sway I don't know the details, not that I know nothing,

Yeah Shana is 95% loli and a 4 of the loli scale. The cast of Sky Girls. 100% loli and 10/10.

And to whomsoever mentioned Lina Inverse: she is indeed a loli character, both in appearance and age (she's 15)

and loli refers solely to the physical appearance of the character: shorter than normal, flat chested, flat butt, etc.

LOLI IS NOT A PERSONALITY TYPE. personality types are tsundere, yandere, etc.

loli doesn't mean innocent, either. it means a physical body indicating an apparent innocence based on perceived age, not actual innocence.
