not really, say if a guy has a averagish 5 1/2 - 6 in. dick. If a girl has a massive vagina, it could seem small. but if a girl had an extra small tight vagina, it could be too massive for her to handle.
I'm just pointing out that maybe some guys have gotten the short end of the stick here so to speak, and their not so hot intercourse with a lady was blammed on his penis size instead of her vagina.
