Oh, before i forget let me throw Monster in as well. Madhouse really turned this into a masterpiece animation-wise. Lovely architecture, lots of attention to detail, and plenty more realism than many, many other anime series; when was the last time you saw rainwater flowing sideways off a car windshield?

GITS Stand Alone Complex. One of the best I've seen. So what if a lot of it is 3d, the subject of this thread is the most beautifully designed, not the most beautifully hand-drawn anime. And, incidentally, I find that the hand-drawn animation in this series is also top-notch. I just finished watching the whole thing but even at the beginning I was impressed at the quality. I'm not saying it's the best of the best but it IS extremely well designed eye candy.
Show me your form, truth, and regret. I shall cleanse you from this world!

Too many series well executed and designed during these past years.  It is to hard to choose, especially since the OP didn’t specify a year.  It would be easier that instead of “The most beautiful designed anime”, the topic title was “The most beautiful designed anime of 2007“ or so.

Some I find the most beautiful:

- Hachimitsu to Clover (2005).  Technically and artistically, it one of the most beautiful series made during 2005. Beautiful crafted backgrounds with a soft palette of pastel colors gave it an unique feel.  Character designs, even kinda bland, had unique and interesting set of personalities that make them shine during the whole series.  Their animations were done with care in detail (facial and physical).   All this would been nothing (mere eye candy), if it wasn’t for the extremely well executed plot; a touching and compelling story about a group of art students as they go thru the ups and downs of college and their life.  In the end, Hachimitsu no Clover is one of the most beautiful series of 2005.

- Code Geass (2006-2007).  Nicely well done.  Esthetically there isn’t much to say.  Surroundings and character designs are detailed and unique (mainly the main characters).  Motion is unquestionably fluid (mecha and human), especially in fight scenes.  Characters retain their proportions all the time.  However, what makes this series one of the best of 2006-2007 is its well written script.  Characters interactions and desires as well the amount of twists (WTF moments) the storyline presents.

I haven't watched a great deal of anime. But from what I've watched I'd say i find miyazaki's work the most beautiful. In particular Howl's Moving Castle for the animation and also Totoro for some of the scenes.

But as for non-movies I really like samurai champloo's animation. Its quite nice.

Seirei no Moribito, though most Production IG series tend to be excellent in the graphics department.

I am currently watching Mobile Suit Gundam 00 and I have to say that the animation is amazing. I have never seen such great animation from a technical stand point and I was wondering what are the best designed anime's out there?
Haruhi Suzumiya, Chicken Edition.

In terms of animation, there are two distinct levels for me: series that have floating eyebrows, and series that do not. Anything series where the characters eyebrows are actually under their hair and not floating on TOP of it... are better animated to me. Seriously, nothing annoys me more than a closeup of some girls face, only to see some freaking huge eyebrows floating on top of her lovely hair >:(

With that being said, I'd have to give the nod to GitS: SAC.

I'd go for Ergo Proxy, because it has a unique and stunning animation.
And +1 Makoto Shinkai (5cm per second, Beyond the Clouds) because of the play of colors, shadow and detail.

The stronger that any light shines ... the darker the nearby shadows grow.
