Judging by the dials, I would guess it is a steampunk game; history doesn't matter so much in a fantasy setting. The map is obviously England, but I don't recognise the game.

Actually they are not tanks, they are armored cars, the one to the upper left is a construction vehicle, you need to research a bit before you get tanks

See that pantyshot right there in the second screenshot? That's not some bonus fanservice, nor is it a special move, oh no. That's the core element of the game's mechanics.
