Judging by the dials, I would guess it is a steampunk game; history doesn't matter so much in a fantasy setting. The map is obviously England, but I don't recognise the game.

Actually they are not tanks, they are armored cars, the one to the upper left is a construction vehicle, you need to research a bit before you get tanks :)
But yes Phaedris answer is correct.
