internet is old really ;] it's possible Japan could have started it's development back then.

Japan got connected to the "internet" around 1980. Like the rest of the world, universities were the some of the first ones connected to it.

pretty much yeah Lupin, but Military had it earlier, this is about civil Internet, and Internet itself is old enough to remember a lot of stuff.

How extensive Internet was in Japan in that year, that's what I want to know, since her words seemed to be pretty significant.

Not much. Usenet was still pretty obscure in '93 in North America. I would be surprised if it was well-known in Japan in '86.
