Ah! The lines!
It's to create a background chatter effect. They aren't saying anything significant, so they need a sentence that can be used in just about any situation. The specific phrase is something like how people use "That's gotta suck" in English.

Ahh ok, thanks. I thought it was some sort of reference I was missing.
As for the show's value, it really depends on how much background the viewer has in Japanese, otaku, and gamer (especially MMO) cultures. You can't really blame someone for not liking the series if they simply don't have the background that tells them why something may be funny. Even with a decent amount of anime and games under my belt, I spent the show pausing and looking up words on google (like the hair product commercial).
I admit being taken aback by the first episode too. When they talked (at length) about which end of the Choco Cornet was the head, my mouth was wide open in disbelief as I thought "they can't possibly make the entire 24 episodes and one OVA be like this". Of course I ended up loving the series--things get more interesting once character development kicks in.

translates just fine, its kinda like the dave chapel skit where the black milk man skit with the white family the niggas or something
although, its not quite as funny as the backround audience and or canned laughter is trying to make it seem though
