any cool black or foreign people in anime?

I just realized something. In the same anime genre, there's also Bear Walken from Gun Grave. Now he's not really a main char per se, but he's still pretty damn cool. :)

This might be true for Germany but definitively not for Sweden.
For many years it was common to adopt foreign children, many of who where black and in later years we have accepted huge amounts of refugees from many middle eastern and African countries. You might have heard of the story of a single small city in Sweden accepting more Iraqi refugees than the US total. I see lots black people every day.

Yeah and another more logical reason (and less on part of charitable intentions) for importing blacks is to lower the skin cancer rate as well as make these groups more tan and "healthy" looking (like Mediterraneans). You will notice among Italians and Greeks who are fairly tan that there is no sense of "wonder" when they socialize with Africans. (This partly being because the Mediterraneans get their skin tone FROM North African Blacks, Berbers and Arabs.)
There is something to be said for the fair-skin beauty, but the majority of women become to hate this same fair skin as they age. You notice that Black and Indian women age far better than those of European ancestry and this probably has something to do with melanin.
I think this can also be seen in the Dutch and German desire to colonize the Carribean and parts of Africa because they wanted a more moderate skin tone that is neither too light nor too dark. The Japanese also have somewhat of an obsession for dark skinned women as many prostitutes in major cities are from the Philippines or Indo-china. So the presence of black people in the media may be fulfilling more of an aesthetic pleasure than anything else for these populations.
What is odd is that the Japanese reject dark-skinned Okinawans and deny them proper representation in politics and media while they drool over being able to have Black basketball players and actors as guest hosts on these same shows in the entertainment industry. I guess just how they have "Black-on-Black" crime they also have discrimination within the Nihonjin race itself. For being so culturally unified on the surface there are several problems inside of the group on a deeper level spanning back to the Feudal Era.

But seriously this is just like the whole Resident Evil 5 racism thing. It might be racist from an American or western standpoint but from a Japanese point of view its not really racist since there are so few Japanese people that have had contact with someone of African descent. Although it is up for debate as to whether that excuses it but oh well. But considering Japan's homogeneity it doesn't surprise me that they don't depict many African people in anime and when they do it is considered "racist". Well what do you expect when I would bet that many of the directors and creators only have american movies and such to go off of (and I base this on absolutely nothing so it is pure speculation so don't take my word for it) which is of course pretty stereotypical with its depiction of races too.
