Code Geass - What's up with the guy's forehead?

Everything's going great, and then I get to episode 17 and some guy with a clitoris right in the middle of his forehead shows up 

WTF is up with that guy!?!?!   :'(

A clear shot of him shows at around 4:40 minutes into the [gg] version.  Man I can't bear to look at him.

Saw the series twice and that didn't catch my attention.  Now it's bothering me.
Never understood Anime's infatuation with putting things on their forehead (yea, I know Indians do it).  Same as why I never thought Belldandy as being attractive....more as it being distracting.

Dude that guy is never seen again because that thing on his head is a normal symptom of skin cancer . . . He dies pretty soon afterwards when it gets serious there is some kinda deep message in that guys appearance . . . Somthing like cancer is good or smtin.
