All of them. Seriously. :)
Of those which actively try and stop fansubbers though, Funimation is the only one left which has teeth, since CPM's filed for bankruptcy and ADV's distribution division is dead and gone.

Actually, the audio quality was pretty bad on the legitimate releases of Sailor Moon S1 and S2 to begin with. Since you're not going to find reasonably-priced legitimate copies of those two seasons, I'd recommend getting the KAA rips.

I mainly buy from rightstuf.com, amazon.com (marketplace for used items), and Best Buy / bestbuy.com. Other sites that I've used in the past or could recommend are:

It appears that they cleaned up the audio quality in the english dubs. I knew I had heard some clear episodes, but most of the subs were flat. ya know?

I normally go pick up things at the local Best Buy.  But you can't find Salor moon there.

I would say try Rightstuf.com  They are normally pretty good.

I tend to do my shopping at Cons or on Craigslist. Dealers at Cons are usually pretty cheap already, and can usually be talked into a good deal near closing time on the last day, especially on larger purchases.

CL, well, as anyone who's used it can attest, CL can get you anything for any price, especially if you don't mind buying it used (which I don't.)
