I'm not sure about the torrents (most of them seem to be dead now), but you can get the files in eMule by searching for "金田一少年の事件簿" in Kad.
5-6 seeds is more than enough to get the files in a reasonable time.

It is not listed in AniDB. Judging by file sizes, its video quality may be better than in the other rips.

Note also that KAW is actively subbing this, episode 17 came out 25/12 -10...

...But with 148 episodes it will take a while (assuming the group lasts).

The OVA and the first movie are subbed though, and can be found here on BakaBT. There's also an unsubbed second movie.
