I didn't notice it either already uploaded, or licensed by a blacklisted company, and it has been completely subbed, so it looks like a go to me.  It doesn't look like anyone is making any more progress on it, so I guess an unholy mix of a bunch of groups is necessary.

As far as I know, no one group subbed the whole thing. I managed to get all of the episodes together, but I only watched about half of them. It's super boring. It lacks everything that made Initial D cool. I'd say just skip it, and get yourself a used copy of Tokyo Xtreme Racer for the Dreamcast.
