Why is it when i find find a old VHS of some of my anime it is different then the DVD version I have, someone told me it might be because it is the OVA and the DVD is the Movie... How, and or why are they different?

I mean i remember watching Macross plus (i think it was on a old vhs) and recently watched it on DVD i have and it seemed a totally different version... The music was different the order of the secenes was different... Some secenes just missing.. Like the one where after Isamu and Guld fight and guld gets the need for speed raceing after the Ghost where his eyes pop out/implode was totally taken out of the DVD i have..
And on Samurai X the order of the secenes is different from the VHS I have..
Did back in the day they put the OVA's on the VHS by default and then when DVDs poped up they decided to edit them more?
