Bittorent Client problem /upload problems

My problem is i can download just fine but not upload. right now I have a triangle that looks like a caution sign on my bittorent and it says no incoming connections unless this turns green it could indicate a problem with your network configuration. I also get the one that looks like a ! and it tells me Cannot seed due to restrictions it may be a problem with your firewall or router.(something along the lines of that. I jump between both errors. Sometimes its green though.

i have checked my routers site and I also tried connecting to the internet through static ip address because I was told that helps. Does anyone have any ideas as to why this may be happening? it never has before. ???

did anything change from the time it was working to now? like a different isp who is traffic shaping?
you are sure you have forwarded the port set in your torrent program in your router to your pc?
