Saten-san has power lvl 0, she has potential, but you can't expect a water user to learn by practicing on how to develop fire do you ? finding a propper way to develop ones powers from a lvl 0 where you have no idea what the shape of the power is, is simply impossible, thats why lvl 0's have it so hard, now at least we know what shape Saten'san's power is so if she recovers, this shouldn't be much of a problem

Just to piss you off, I'll give away the actual reason 
The implied difference between a level 0 and the weakest level 1 is the absence of AIM emissions from level 0 individuals.  She has no power, no potential, and there's nothing she can do about it after she wakes up.  She's just borrowing that power from one of the comatose victims.

according to their research, it's not borrowing power but borrowing experience, just like Koroko said, a weak flame user would improve by using a link with another flame user, this by itself improves his power lvl, just like they explained with the brains and computers, linking multiple computers to a single task doesn't improve computer power, but increases their overall performance on that task, because the yshare information on it, if Saten-san's power is wind, shes utilizing information, she has power as a lvl 0, and can improve on her own if she knew what the power is, it's just as a lvl 1 she could be using the power already so it's easier to learn, but as a lvl 0 you only know you have some power but you have no idea what, so learning to control it is much harder

No, it's 24, as confirmed by Blu-Ray counts and episodes per BD. It will air 13 episodes before the new year and 11 after, according to cal.symboi.jp.

Sometimes they can get ahead of the manga as was the case with Saki. I believe they finished the final tournament before the manga was released. The tournament ended at the end of August in the anime, but the manga didn't finish it until October.

We watched the show kinda "accidentally", with my friend -- who doesn't actually prefer anime shows. It was rolling on the background ([gg] release) while we were chatting about things and before I knew she was starting to follow it intensively. Omg we laughed and enjoyed it =^.^=

And when we hit to ep 11, and when I told that we needed to wait for the rest of ep's to be aired and fan subbed, she was so upset xD So yeah, we got another anime-fan of a person who has previously disliked anime ^^ and who is now waiting the next episodes

doing a very complex simulation to find out what the higher ups are up to and intend to do to espers, afterwards she promised to release the sleeping victims, l think she suspects that the higher ups are trying to make some sort of esper bomb of sorts, dunno exactly how to explain what l have in ming since english isn't my main language and there are still words l have yet to learn, but all she tries to do is investigate this complex plot and if possible, prevent enormous damage, similar to the one caused to those poor kids in that experiment, my thinking is that she never realized how attatched she was to those kids untill they were gone, in my opinion, and just look at her eyes, she barely sleeps, if at all, she feels a large guilt on her shoulders for what has happened, she tries to atone by saving those kids, and preventing whatever evil the geezers are trying to do.
