she could have 2 powers, like misaka, misaka is a natural electric power plant and an elecrto magnet, two different powers that co-exist in harmony since electricity is like a sister or brother to magnetic fields, uiharu's power to hold temperature could have something to do with nature as well, that doesn't surprise that saten is such a good friends with her, after all, saten's power is wind-natured like (level upper case) also kuroko is magneticaly attracted to misaka (l wish, shes simply perverted l think) well anyways, using your powers as an esper can create more powers that are of the same nature, Saten can control wind aparently at lvl 3, if she trained well she could create sonic waves as well, after all sound and wind are in Air cathegory, just a theory but this explains why uiharu, though controlling temperature, can grow flowers, tough l think it would be hilalrious to see her at lvl 5 saying :"so who wants some mango ?"
Misaka doesn't have 2 powers. She only has one: electricity.

Yes if she had a mastery of controlling electricity she could most likely change the order in which the atoms and molecules are arranged. she may even have the ability to change the atoms themselves but i would figure that to be a lot harder then just rearranging them. I have not watched railgun yet but that we be my guess as to how it was done.

Misaka doesn't change the atoms/molecules. She's simply passing electric current to each iron sand turning them into small electromagnets. The particles lump together because the polarities of each electromagnet is pointing to only one direction.

well most likely get the chihiro version, so you don't need to worry about this, since they will have the series finished like 2 months or a month after it's finished, the series airing is comming to end tough.
