Yes if she had a mastery of controlling electricity she could most likely change the order in which the atoms and molecules are arranged. she may even have the ability to change the atoms themselves but i would figure that to be a lot harder then just rearranging them. I have not watched railgun yet but that we be my guess as to how it was done.

Misaka doesn't change the atoms/molecules. She's simply passing electric current to each iron sand turning them into small electromagnets. The particles lump together because the polarities of each electromagnet is pointing to only one direction.

That works to i did not know that it was iron sand. I was under the impression it was ash
