Okay, you're losing me. There is Licensing and then there is Distribution. I know there is a difference between the two. If you license, then you have the right to actually say "I own this" or something. Distributing ALONE isn't sufficient enough to say "I own this". You just have the rights to make copies and sell them and make profit. Am I correct? Yes? This is what I was told.

For example, when FUNimation licenses anime, they get the right to say "this is my job" within the US (and possibly more countries depending on their license) but the studio in Japan still owns the property inside Japan and other countries not covered by the license.
A license can get very specific. For example, Turbine has the license to make Lord of the Rings MMOs based off the books (or was it the movies?) for PCs. If they want to extend their licensing to more than PC or more than MMOs, they will have to enter discussion with Tolkien Enterprise and pay for the addition to their license.
In this case, the license may only be limited to subbed English simulcast but it's still a license.
Thus, they can send C&D letters if you step on their ground.
