I believe a large part of the decision will be based off of the quality of thee web episodes. Some groups may just wait to sub them if they're LQ, and even if they do sub them we still might wait for the Blu-Ray.

Bakemonogatari isn't complete there's actually 15 episodes so another 3 more episodes to air. Episode 13 is going to air on the 28th according to the offical site http://www.bakemonogatari.com/onair/
