Anime News Network is what I use to check licensing in the U.S.
It might not be 100% reliable, but I'd say it's at least 99%. If I search for a specific series there's dated news about licensing linked to it.

You could also try AnimeSuki's license list and database, although it lacks information on old (pre-2003) licenses.
