i didnt really see it on the blacklist page, saw it back in 1999 and never seen it since, so if its not liscensed and anyone can get it on here, id appreciate it. it really kinda dropped off the face of the planet lol

No group has ever released this (AniDB), but it seems there should be an anonymous English dubbed VHS release floating around.

This does seem the kind of project BOX fansubs would do, if some of them are interested and there's a raw available.
But I believe they have enough projects atm... ;)

There is a torrent out there from someone calling themselves Luffy-Sama. But, there are no seeders and it hasn't been seeded for a very long time. Just search for [Luffy-Sama]_Eyes_Of_Mars_VhsRi p_Eng.avi and you should find the torrent but it will probably never finish downloading.
