I got the same (or same kind of) issue with my xp. Some malware prog. It created autorun.inf & autorun.ini as hidden file to each HardDrive, and when ever I deleted it, it came back cause of the malware program was running as background program. I got the infection via my friends usb stick.
Solution regarding my issue: regedit.exe -> delete the malware files wich are starting with windows (needs identification). then physically delete all malware files (needs identification).
But the simplest way to do that all automatically and without thinking:
Avast Home edition (requires free registration)
Lavasoft Ad-Aware free edition
Trend Micros Hijackthis (free) & online analysator: http://hijackthis.de to finalize all.
