The saying is "the pen is mightier than the sword" in other words it is far more effective to take a problem through bureaucracy and diplomatic negotiations then to declare all out war... if only someone would tell the government :)

not true nukes ended WW2 with the japanese not negotiations with letters and conferences.
What hes saying is in the right peoples hands a pen is literally more deadly then a sword in some other peoples hands
