I could write a long list of non japanese animation, but I guess in order to pick anything that is good from a language I have no chance in understanding it would be the one who voiced this guy:

Of course from non japanese animation I guess I would pick the voice actor behind Stewie Griffin from Family guy... also Skwisgaar Skwigelf and Toki Wartooth from Metalocalypse, both have awesome thick accent and put "s" behind all words  :P As seen here:

the guys who do jet and spike in cowboy bebop aint bad although the guy who does spike gets used for a few characters that dont fit his voice at all IMO
