@fireg: This time you have picked a very good source for your character :) The previous one was a little too bright and lacked contrast imo. Consider replacing the some of the snowflakes with Serial Exp. Lain related elements, keep a red background, you can create a very good banner imo.
@shabutie: I should have decreased the density of snow in the first place. Thanks for the comment.

Snow effects are very nice imo, but they are hard to do by hand.

And here is how the empty template looks
Note: There are two snow layers, one for the background and another to be put on the character. "Release the clipping mask" to use in on another character.

Make a better cutout, try adding a glow, try with a diff. background as well
P.S Don't overuse enginarcs templates (as much as we want to keep some consistency we don't want 1 banner type with characters changed), and try to make something unique when you do use it.

I followed your advice and added wires as a background. Here are 3 versions:
No snow:
Light snow:
Blizzard :o :
I think the second one is good.
