GTO barely fits the criteria for this decade.
Its original run was between June 1999 to Sept 2000.
Technically, as of relic's post on Dec 15th, the show was already over a decade old.

I guess that makes it a timeless classic! In any case, I didn't even check the year for GTO. I knew it was old... was just going by that Relic had posted it in his list, therefore I thought it was in the clear :P

GTO begain airing in June of 99, and ended in September of 2000. Which makes more than 50 percent of it aired during this decade.
Thus, it qualified 'in my opinion' as being part of this decade.

Gotta disagree with the Haruhi, I didn't find it very revolutionary. It was, I guess, pretty good, but nothing spectacular.
