the point is that if you had used an assault riffle two bursts are enough to kill any armored target, or a single sniper riffle shot. you wouldn't even spend a single cooldown. with adrenalin rush (soldier ability) you can easily kill 4+ targets without taking a single hit in the same time you would normally kill one.
so they might not be completely worthless, but the other abilities are just so much better.

Even on insanity there is enough ammo lying around - IF you are using the soldier class, thus have access to more weapons with more ammo that are doing more damage.
It is pretty basic math that if every picked up ammo charge recharges every weapon you have by a defined percentage the class with double the number of weapons that are doing more damage to begin with has actually less to worry about ammo than the classes that are "less dependent" on ammo.

I don't know if you have played on Insanity but you need a lot more ammo even as a soldier. I just started anew but this time on Normal and the enemies are naked compared to Insanity. 90% of the enemies just have a red health bar and few have a yellow armor bar or a blue shield bar.
And yes, you can use Inciendary or Disruptor Ammo to get these protections down quickly but you still need more ammo to take down one enemy, so imo Biotics and Techs have their reasons.
