Ive tried both, and I perfer photoshop out of the two.
You dont have to switch programs when you need to do something in raster, and as far as i know you can do everything in ps that you can do in ill.

Photoshop was never designed with the intention of doing complex vectors in however. And do you think that if the two were identical Illustrator would exist?
Hey! While we're at it lets do layout design in Photoshop instead of InDesign since Photoshop happens to have the text tool too!
If you're looking for a start and can only get hold of one, use Photoshop. If not I'd say get both, they're really not that much work to switch between.

Illustrator can be your best friend if you learn to use it right.

Let's not argue about which program is better for what. That's what got the last image thread locked.
I started working on a Canaan picture today. I have about 2/3 of the lineart for it finished, still need to smooth the edges a bit and add the gun and hand to the picture. Here it is so far:
