Get process explorer ( * or the new version of that software )  and try to find out what program is bringing up that window.

I was tempted to say you've got some kind of trojan - and a quick google of that shows me it has relations to bagle.

Bad coder goes hand in hand with lame-ass script kiddy bastards releasing their "trojans" based on other people's work.  Funny - how the leet security guys release code, say "hey MS - fix your shit" - then MS completely blows it all off, trojans go all over the place ... then they act surprised months later when there's a disaster & a million strong botnet all over the place.

I figured it was some kinda screwed up code ina  program somewhere but i didn't get why it would just always happen on startup and shutdown no matter what. Im certainly not running anything manually.

ya i have process explorer but not really sure how to find out which ones causing the error. Maybe look for Ibservice.exe? though id think the failed to initilize message would mean its not there. I get it only on startup, and that message briefly when i turn it off. So its got to be something that runs in startup, maybe in the system tray or something. Its not something im manually executing. Any clue what to look for in PE?

Its an old AMD 64.

Like i said it doesn't seem to be causing any real problems, its just a very strange thing thats been bugging me for a while so i was wondering if anyone had any ideas

Does your computer allocate room for system restore between updates? You could try going back to before it started happening. Since it's a fairly generic message.

If not, perhaps you could try to run your favourite malware removal program, or post a log from HijackThis.

kenshin-dono:
hmm maybe i'll just run hijack this and post on one of their forums to see if its somthing leftover from a removed virus or something, who knows. I guess its the only thing i can try
