Anyway... I don't see Jinbei as having the same... I don't know what to call it. Spirit? All the other crewmembers get fired up when they fight and they fight to the bitter end. Jinbei may have that same resolve but I don't think he has the same spirit if you will. When the others fight I find myself getting energized from watching it. Jinbei doesn't have the same thing to me and he doesn't seem like the person that ever will. Same with Perona.
Perhaps its the feeling of being underdogs. For example every time they encounter an enemy the crew are usually the underdogs of the fight. Jinbei doesn't seem like an underdog to me and Perona is just doesn't have the guts to fight like that. I mean even Nami can bust some sick moves when she tries.
If they can bring out the underdog in either of them then I wouldn't mind either of them joining.

Franky is actually the proof of quite the contrary to your suggestion Takeshi. When the crew reached Water 7, they met Franky right away, but he didn't join the crew until after the Enies Lobby arc.
The "current" arc started at Sabaody Archipelago, and went on the the crew splitting, and then Impel Down and Marineford/Marinford. Luffy himself met tons of characters in that time. Notably Rayleigh, Boa Hancock, Jimbei, that Amazon girl whose name escapes me at the moment, Hachi, and a ton of Whitebeard Pirates. If a character has to join the crew by the end of the arc(the departure from Sabaody), it'll have to be someone among them, otherwise the new crew member will be met in a different arc and this arc will see no new crew members(kind of like Skypiea, with much more things happening).

i dunno seems like jinbei was on the weaker side of the shichibukai and with remarks in the manga referencing his position as a like a bridge builder for people and fish people.
And usopp nami and robin all 3 of them for quite some time havent been the most gungho in fights its pretty much just luffy sanji and zoro and now franky that really just want to fuck shit up.
Although his [ersonality from what we know of it is a bit more serious then the rest of the crew. I dont know how he would react if he was in the crew and luffy got into LETS GO ON AN ADVENTURE mode

Jinbei has other priorities, namely protecting Fishmen Island now that WB is dead. It was stated that he was one of the strongest Shichibukai.
