He was just recommended. But like someone said, Akainu was the one who fisted ace so yeah, he might get promoted for being most active in the fight

Man Kizaru is the strongest admiral of the three....also he is the one who had been an admiral for the most of the time as the other two were recently promoted after certain incidents...also he is pretty loved within the navy.

DLTE:
Kizaru is pretty goddamn overpowered since he has light powers. Basically is the fastest person in the OP world too. Well, besides blackbeard's powers? Since light cant escape from blackholes...
