I don't know where to find an English translation but I can later try to summarize the most important points.
One more thing I remember from the first two specials: (click to show/hide)the relation between the World Government and Aokiji's Marines might not be as friendly as before.

Aokiji Kujan was never much loved wasnt he?????I know that the navy hated Akainu Sakazuki and liked Kizaru Borsalino........

The first post is related but I couldn't find an English translation of it. There are some links that show the scans of the first special in the WSJ of three weeks ago (I think).

One Piece the Last Ocean: New World, 24 pages long for the next chapter...opens with Luffy using the Conquerors Haki.
Could be false since its still very early, but apparently it's from the 4th special.

If it's from the 4th special it could be very well confirmed. Where did you find the fourth special (and the other ones) so that the others can read it too?
