I am quite sure it isn't licensed. Is there any reason it has not yet been offered? Horriblesubs recently finished it.

I was collecting it but my hard drive crashed, can someone please offer it?

This usually deters people. But I guess for this anime there's not much choice.
It seems m.3.3.w. for episodes 1-13 and HorribleSubs for 14-39 is the only option.

It's better than having no subs. m.3.3.w. dropped it after crunchyroll licensed it. But they did up to 13 episodes. Just like ureshii and Skip Beat...
