What makes an Anime good?

How i would rate an anime would be based on these things in no particular order.
Artwork or animation-Its always nice to have great animation if it is lacking somewhat it can be compensated for but i am sorry if it looks like a 4 year old did it its going to distract me from even the greatest stories. Also it is always nice when the Artwork and plot and characters all match up in.
Plot- For me this is very important. It has to be there and it needs to be complex for me to really enjoy it. I have watched many anime where i have figured it all out with 5 or 6 episodes to go and by the time i get to the the last episode its like htfu i already know whats going to happen.
Characters- they need to be developed. There is nothing worse then watching a main character go through the story and you have no insight to why or how he is in the situation in the first place or what his logic is behind his decision making. I am fine with it being explained through flashbacks and not dialogue a great example of this would be texhnolyze. The main character rarely talked but through the first few episode and the flash back through out i felt like i knew the character really well and i understood why he was doing what he was doing.
Music- I like pretty much any music as long as it fits the atmosphere set by the artwork, plot, and characters.
Some one mentioned early that there is no E=mc^2 of anime and i would disagree there is a base formula for anime but it would resemble something more like this y= x*z*u*w with y being the quality of the anime and the other 4 varriables being the art music characters and plot. While each person will assign a different coefficient in front of each variable our output is generally going to look the same.

I just like the absurd stories, things that couldn't possibly happen with over reacting manner to things that you wouldn't see in movies.
Same applies with the sountracks/BGM and art that is used in combination to provide a greater atmosphere/tension/etc.
There are alot of good soundtracks but I just can't imagine them being used in movies.

What makes anime good for me:
1. Story. Just have to have a story and preferably a good one. And dynamic story, not something that starts quite well and then gets dragged and dragged and dragged and ends quickly. Or goes in to fast pace, gotta enyoj the thing after all. Or way to slow. And preferably something you can not guess, so no simple cliche here please.
2. Dialogues. Most important to have dialogues that are not based on cliche! Bad dialogue can ruin even the greatest story.
3. Genre. Have to have a genre I like, genres like ecchi, harem are these two that will scare me away for sure, I might be able to deal with the others.
4. Sound and voices. If the sound is to loud and intensive it can ruin the anime, if its a loud theme for one action, its ok, but if there is always a lod annoying sound in bg its not good as well. I rather prefer to have quiet sound, but not silence all the time, sound is good. Need to have something to make it all alive. Music should not be the main thing in anime if it is not anime about music.
5. Animation. Obviously it have to be pleasant animation style and character design. What I love about anime is that they actually have backgrounds not just some color specks as most other cartoons. And I am not to found of "edgy" anime character style, like Natsu no Arashi have now and then (first that pooed up in mind, most likely not the best example, as the animation is just fine most of the time).

a loli is a very good thing for any anime, and it doesn't need to be a main character or even a side one at that.

Loli is killing anime (wel for me anyway) - as forsaken mentioned you need a mature DEVELOPED woman - I know I may be in a minority by saying this but I never understood why Western audiences have taken such an eye to loli, is seeing an erotisiced girl 5 year old really that appealing???
