I was told it was something that was said to Romans who had done something awesome, like slaughter a bunch of natives and driven them away from their ancestral homeland, while they had parades held in their honour and everyone was cheering for them.

well it would be strange because it does mean "remember that you are mortal" but it could have been said that way as well
usually it is used describe art sub genre that plays around with death a lot (skeletons and all of that, like have a fest and skeletons are eating it or have a wedding and one of them is a skeleton and other one is not and so on)

they do have a strange philosophy lessons
philosophy is all about getting to conclusions, well yes most of the time one question does rise even more questions, but even these questions sometime can be counted as a conclusion for one session, so that they could be raised up again and examined in detail next time around or just looked at as a different problem regardless of initial problem

I think the idea was to remind them of that just that. They may be heroes and conquerors, but they're still mortal (and shouldn't get any ideas about overthrowing the senate and declaring themselves ruler of the roman empire).
