And which group might that be? All the groups other than SubDesu are stalled. Can't we have a torrent of SFW(1-3), Commie(3-11) and Horrible subs(12-13)? AFAIK, this is the best possible combination.

SubDesu is slow-going, but they released ep 11 less than a week ago, so it just means they're slow, not stalled.

Is there any group that did OP/ED translations and signs?

Horriblesubs(1-13) probably didn't do OP/ED, they would still have to be used for episodes 12-13 unless Cang-Su(1-13) were particularly good.
Besides that, there is Commie(2-11) and Subdesu(1-11) for the middle episodes.
For the first few episodes(1-3), if SFW-Shinji were particularly better than Commie or Subdesu, their files could be used.

It was probably deemed worse than the alternatives (HorribleSubs), but I can't remember the exact reason for rejection. The timing was all over the place (lines not linked) and the subtitles were exactly the same (for the episodes that I checked) as HorribleSubs, except with split lines and shorter timing duration and as such harder to read.

The person who offered said something like that they were going to look for a solution with a mod when they had more free time, but I don't know what happened after that.

If the above hasn't happened, then the best bet would probably be for someone to offer HorribleSubs 480p, or make a release of their own.

Curiously, Commie has since released an episode of this series since then.
