According to your links, for the first one there are only raws and for the second one there are even no raws floating around that AniDB knows of.

Actually, Interfax is right, following encodes can be found on TokyoTosho, released within the last month;

Time Bokan:
[BG] Time Fighters In The Land Of Fantasy (Time Bokan) [913F8241].​mp4
[BG] Time Fighters (Time Bokan) [7682E720].​mp4
...possibly compilation? movies as AniDB&ANN don't list any movies for it, and they're most likely not the OVA (which has been ripped by RiP)...

And the other;
Ninja The Wonder Boy (640x480, EngDub).​avi

You know, AniDB is a great resource, best of its kind, but it's hardly the Be All Know All you might expect it to be either :P...
